Tamar Khubuluri - mediator since 2025

Currently a lawyer specialized in civil-administrative law, with an additional specialization in children’s rights (civil). She serves as Acting Head of the Secretariat of the Ethics Commission of the Georgian Bar Association and as Head of the Professional Ethics Clinic of the same Association.

By profession a lawyer, she is a doctoral candidate at the Law School of Sulkhan-Saba Orbeliani University and holds both Master’s and Bachelor’s degrees in Law from Tbilisi State University.

Tamar has completed a 60-hour certified mediation training organized by the ADREE Dispute Resolution Centre. She has also successfully passed the three-stage certification program established by the Mediators Association of Georgia.

Tamar’s fields of mediation include: contract law, property law, family law, inheritance law, and labor law.

Since 2007, she has gained extensive experience in both the public and private sectors. For more than a decade, she has focused on the development of professional ethics for lawyers, holding various positions within the Ethics Commission of the Georgian Bar Association. She also serves as a trainer in the Continuing Legal Education program and, since 2016, has been actively engaged in teaching at private and public universities.

Tamar is the author and co-author of several professional publications and articles, including a practical guide for members of the Ethics Commission of the Mediators Association of Georgia on disciplinary proceedings.
